În anul 2133, orașul distopian este sub controlul total al guvernului. Toată lumea este monitorizată și supravegheată. Echipa ROG nu este deacord cu asta, echipa ROG este o mișcare împotriva puterii statului. Scopul lor este să descentralizeze tot. Nimeni nu are putere asupra nimănui.
